In Midlothian, Va., outside Richmond, developer James Doran Co. is launching construction of an urban village-a project called Midlothian Town Center that combines retail, residentail, hotel and office uses in a purposefully interactive layout and a Colonial-inspired design to underscore history and foster small-town community spirit.
